This design combines a vertical navigation bar and a horizontal navigation bars. This means that it can fit a lot of information and two clearly separate sets of links (for instance, it can have liks to the different sections in one bar and links to other pages in the same section in the other one. This also means that, while updates are still significantly more expensive than they would be with a site featuring frames, they don't necessarily entail modifying each and every single page (unless in those instances in which an entirely new section must be added). Most of the times an update will only entail modifying other pages in the section that is being updated.

In this case I have used this freedom to link not only to all the pages containing the necessary information, but also to make all the different designs available from evey page.
